Housing Plan 2026: new opportunities for families, young people and the property market

The Government has launched the new ‘Piano Casa 2026’, a scheme designed to tackle one of the most pressing issues of recent years: the difficulty of finding affordable housing, particularly in large cities and in areas where property prices and rents continue to rise.

The Government is, in fact, planning to streamline red tape and introduce incentives to encourage the construction of new properties for social housing and rent-controlled tenancies. In return, private developers will be required to ensure that prices and rents are more affordable than market rates.

This measure could also open up new opportunities for the property sector, stimulating development and regeneration projects in many urban areas.

Focus on young people and families

The Housing Plan focuses in particular on those groups that currently face the greatest difficulties in accessing housing:

  • young couples;
  • households on low to middle incomes;
  • off-site workers;
  • separated parents;
  • university students.

Among the options under consideration are schemes such as ‘rent-to-buy’, incentives for first-time buyers and support for rent-controlled tenancies.
